Well, Most of the bloggers are willing to earn revenue by showing ads on their blogs through Adsense, only few of them succeed to do so because their blogs are not approved by the Adsense team for some reason.
The reason is that their blogs do not meet the Strict rules of Adsense program and therefore are not eligible to earn revenue by showing ads through Google Adsense.

Make sure that you have High-quality Contents on your Blogs, Unique and original on your niche.
Some Webmasters say that a blog of 400-500 words is enough, but I would like to say you that google will not approve for short blogs at all.
you need at least 700 words on each blog.
Also, don't write any prohibited contents on your blogs, As this will result in rejection of your AdSense application.
4. Write Sufficient Blog Posts.
Before you apply for adsense approval, you should make sure that you have written at least 20 posts on the blog on different topics,
Adsense will not approve blogs with less number of posts generally.
